Proposal of Distribution and Strength of H.K. Police. Col. C.H. Sansom, Commissioner of Police, Hong Kong. Civil Affairs Hea quarters - Secretariat.
The following proposals are submitted for the Strength an establishment under the Civil Administration
of Gazetted i.e. senior police officers. Further recommendations will be submitted in respect of other ranks.

Attached is the copy of a letter from His Excellency the Governor of Hong Kong and scheme of organisation prep red by r. Pennefather-Evans in 1941. This was obtained from the Colonial Office and had not been considered in London.

There should be two D. C. Ps. one responsible to the Commissioner for the uniformed branch (excluding the Training. School) and the other responsible for the plain clothes Branches i. e. the Special and C.I.D. branches.
Uniform Branch. Three Superintendents should be responsible to the D.C.P. uniformed branch for the administration of (1) Hongkong Island, (2) Hainland and (3) Water Police. (The D.S.B. organisation is dealt with separately).

There are four police divisions on the island i.e. Central, Western, Eastern and Shaukiwan; each should be controlled by an A.8.P.; those divisions should be comprised. as shown below.

In order to level up the responsibilities of the four A.S.Is. there will necessarily be an adjustment of the station
"ea; as at present constituted. This applies especially t) Yamati and Mongkok luis and Kowloon Tong.
ཉི་ Traffic will be controlled by 2 Chief Inspectors one feach side of the harbour, responsible to the two Superintendents
and under co-ordinating control of the D. C. P. When reference is made to traffic it contemplates only road control not the licensing of motor vehicles, rickshaws etc. Many months ago & 'recomend tion was submitted uring that licensing should be divorced from the Po ice Department. If Municipalities are to be created then licensing should form a part of their responsibility and incidentally provide a large revenue for them. Seeing that this recommendation re Traffic Road control contemplates only members of the Inspectorate, it may be considered inap ropriate to discuss it in this emorandum. it the same time were it omitted altogether, it would surely involve queries.
